The European Investment Fund (EIF) is seeking to recruit for its General Secretariat (GS) - Audit & Institutional Affairs Division - Institutional Affairs Unit at its headquarters in Luxembourg, a Regulation and Prudential Supervision Officer*. This is a full time position (with limited travel requirements) at grade 4 for which the EIF offers a permanent contract.

Purpose

Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.

The Institutional Affairs Unit is part of the Audit & Institutional Affairs Division, within the General Secretariat. The Unit's primary task is to coordinate the EIF's contribution to the Review and Evaluation Process (REP) of the European Investment Bank (EIB) and of the EIF's Best Market Practices (BMPs) Framework and related assurance according to the EIF Statutes. The Unit is further involved in tasks of institutional and transversal nature, including projects, policies, procedures, positions and documents of relevance to the EIF and/or which contribute to the strengthening of the EIB Group dimension.

Operating network

The successful candidate will work autonomously under the supervision of the Head of the Institutional Affairs Unit. You will work in close co-operation with other Officers of the Division as well as with other Services within the EIF and the EIB, as relevant.

Responsibilities

At a level commensurate with your experience, you will:

  • Analyse laws, regulations, standards and guidance being prepared or having been adopted by the EU and/or other international organisations and/or regulators affecting EIF's activities.

  • Contribute to the EIF processes aiming at analysing, onboarding and applying Best Banking Practice and Best Market Practices relevant to EIF's status and activities, notably as provider of asset management services, investment advisor and credit institution.

  • Coordinate EIF's contribution to the REP of the EIB, including by collecting feedback from relevant services, synthesizing EIF's input, interacting with relevant stakeholders etc.

  • Participate and if required, lead institutional projects of transversal relevance to the EIF and/or to the EIB Group.

  • Review and provide input to institutional policies and procedures of transversal relevance to the EIF and/or to the EIB Group.

  • Represent the Unit in internal working groups (meetings, task forces, committees) to deal with specific issues related to the Unit's remit.

  • Maintain contact with the Unit's counterparts, both within and outside the EIF (may involve travel).

  • Make presentations to various internal audiences.

Qualifications

  • University degree, preferably at postgraduate level, in Law from one of the EU Member States or in the area of EU studies, Political Science, Business Administration or similar field.

  • At least 3 (three) and no more than 5 (five) years of post-graduation (after having obtained your initial university diploma) relevant experience within an EU institution/agency, commercial bank, international law firms or consultancy firms, IFIs and/or regulatory/supervisory authorities.

  • Meeting at least one of the following criteria:

    • Thorough knowledge in the field of international and EU regulatory matters, including EU alternative investment fund laws and regulation, EU and international banking and financial regulations, as well as EU and international ESG/EU Taxonomy, and other rules and standards that are of relevance/applicability to top-tier asset managers;

    • Professional experience in working with the EU institutions/agencies, international law firms or consultancy firms, IFIs and/or regulatory/supervisory authorities;

    • Sound knowledge of the main aspects on institutional and substantive EU law;

  • Good understanding of EIB Group and EIF's mission and activities as well as the operating and political framework in which EIF operates. 

  • Experience of coordinating negotiation discussions and drafting briefings/memoranda on relevant matters.

  • Excellent knowledge of written and spoken English. Good command of other EU languages would be an asset.

  • EU Best banking practice regulations: Knowledge of BBP, a set of rules, guidelines and principles that foster good and prudent banking in the area of risk management. Ability implement BBPs in EIB group context.

  • Internal Governance and Control Assessment: Ability to assess the EIB Group's internal governance framework, risk management framework, risk culture, and risk data and reporting in line with the requirements of the REP methodology.

  • Legislation & Regulation: Ability to analyse developments in legislation, regulations and jurisprudence pertaining to the relevant region or domain and assess their impact on the organisation, including the need to update internal regulations and guidance.

  • Conduct Effective Meetings: Ability to plan, facilitate, and manage discussions in a structured manner to achieve defined objectives, ensuring active participation, clear communication, efficient use of time, and actionable outcomes.

  • English Document Management: Ability to draft formal documents in excellent English and at high standards. This includes structuring the information logically, using appropriate formatting, and ensuring grammatical accuracy to suit the purpose of the document.

  • Cross-Functional Collaboration: Ability to engage in cross-functional tasks that require good organisational understanding, managing conflict of interest, and identifying opportunities to connect competent stakeholders.

  • Impact analysis: Ability to conduct an impact assessment to predict and measure consequences, influence and costs of specific initiatives, actions and situations (new policies, products, internal and external requirements, etc.)

  • Process analysis and optimisation: Ability to capture organisational issues and propose improvements to own and related processes and procedures.

  • Interdependencies Management: Ability to track inter-dependencies between different projects among them. Ensure effective coordination and alignment with agreed priorities to maximize outcomes in accordance with established project timeline and KPIs.

  • Microsoft 365 suite: Knowledge and ability to design, deploy and maintain the Microsoft 365 suite of applications, including the automation of tasks and workflows.
