The European Investment Fund (EIF) is seeking to recruit for its Central Front Office Services Department (CFOS) - KYC, Tax and ESG Division (KTE) - Operations and Non-Financial Tax Risk Unit. at its headquarters in Luxembourg, several Tax Officer(s)*. Purpose
Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.
Within the CFOS department, the KTE Division contributes directly to the integrity and risk soundness of EIF operations by identifying, assessing, documenting, and escalating compliance and Non-Financial Risks across a broad set of transactions.
Operating network
You will play a strategic and pivotal role in supporting EIF's Investment Office in the execution of its institutional, governance and operational responsibilities across EIF. You will ensure the coordinated, efficient and high‑quality functioning of the CFOS/KTE/TAX Unit and interact with EIF's investment professionals, the tax team in EIF's 2nd Line of Defence (2LOD) and EIB counterparts. You will report to and work under the supervision of the Head of CFOS/KTE/TAX Unit.
Responsibilities
At a level commensurate with your experience and seniority, you will:
Non-Financial Tax Risk
Perform 1st Line of Defence (1LOD) Non-Financial Risk (NFR) tax assessments and Tax Integrity Risk Rating assessments for investment transactions and portfolio activities.
Review and assess tax due diligence questionnaires, ensuring alignment with EIB Group Non-Compliance Jurisdiction (NCJ) Policy.
Draft clear and structured 1LOD compliance assessments and contributions to transaction approval documentation.
Work collaboratively with investment teams, providing guidance on NFR processes, tools and requirements in a pragmatic and solution-oriented manner.
Liaise with EIF 2LOD and EIB counterparts to escalate higher risk cases and ensure consistency with EIB Group-wide standards.
Contribute to the continuous improvement of procedures, checklists, guidance and digital tools, supporting the evolution of 1LOD responsibilities under the updated NFR Three Lines Model Target Operating Model.
Tax Operations
Ensure monitoring and administration of all matters related to withholding tax and capital gains tax on behalf of EIF and its mandates (e.g., identification risks and opportunities related to withholding tax and capital gains tax, preparation of withholding tax reclaims, communication with tax authorities and preparation of requests for relief at source).
Analyse tax implications and tax risks of different investment structures in cooperation with other EIF services and external parties (as applicable).
Ensure administration of Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standard (CRS) matters for EIF and its mandates.
Ensure compliance of EIF and its mandates with relevant tax laws (in particular tax administration requirements such as the filing of tax returns) in cooperation with other EIF services.
Monitor (international) tax developments and perform analysis of their impact on EIF in cooperation with other EIF services and external tax advisors.
Update and upgrade regularly EIF's operational tax procedures.
Qualifications
At least 3 (three) and no more than 5 (five) years of post-graduation (after having obtained your initial university diploma) relevant experience in law, tax, finance, economics or related fields.

Technical Skills
Process analysis and optimisation: Ability to capture organisational issues and propose improvements to own and related processes and procedures.
Tax Automation Tools: Understanding of the application of tax automation solutions, especially in the context of withholding taxes, tax administration, and FATCA/CRS reporting. It also entails the ability to effectively come up with automation ideas in the field of taxation and managing the process of getting the automation projects moved forward.
Withholding & Capital Gains Tax Management: Knowledge of withholding tax and capital gains tax regulations, including the ability to identify risks, opportunities, and ensure compliance. Ability to manage tax reclaims, handle relief at source requests, and optimize tax outcomes while ensuring proper documentation and adherence to tax authority guidelines.
1LOD task Risk Assessment: Ability to assist 1LOD in the preliminary tax risk assessment regarding EIF counterparts in the context of new or renewed operations and demonstrate understanding of the transactions that have to be escalated to the 2LOD
FATCA/CRS Compliance: Ability to manage and report compliance with the Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standard (CRS) regulations, ensuring accurate data collection and reporting.
Tax procedures: Understanding of internal control frameworks and practices, with the ability to implement, and continuously update operational tax procedures to mitigate risks and ensure compliance. Proactive in identifying organizational issues and proposing improvements to tax-related processes, ensuring that procedures are maintained, streamlined, and aligned with best practices and evolving regulations.
Tax administration: Ability to identify tax filing obligations arising from organizational mandates and operations, ensuring full compliance with tax requirements through effective project management, comprehensive data collection, and in-depth financial and tax analysis.
