Summary

As a HSE Head, Commercial Operations Malaysia, Indonesia, Singapore & Thailand (MY/ID/SG/TH) you will establish and maintain robust Health, Safety, Environment & Environmental Sustainability management governance that enables and support in country Business managers in complying with local health, safety and environmental legislation, as well as Novartis HSE policies and standards.
- Act as the primary HSE focal point for Malaysia by building open, collaborative and committed partnerships with Site Leadership and associates to drive a strong HSE culture.
- Fostering HSE governance and HSE & ES compliance across Singapore, Thailand and Indonesia through remote-enabled cross-functional collaboration.
- Develop and sustain transparent and trusted relationships with regulatory authorities, external stakeholders and the public, representing the organization on all HSE-related matters at the local level and virtually.
- Provide technical leadership and subject matter expertise in Environmental Sustainability, ensuring effective coordination across business units and driving the implementation of Scope 3 environmental strategies in alignment with Novartis Operations targets and performance standards.
- Lead the end-to-end implementation of Commercial Operations Malaysia/Indonesia/Singapore/Thailand HSE strategy, plans and programs, ensuring alignment with regulatory expectations, Novartis HSE framework requirements and evolving business needs.

Key Responsibilities

  • Lead Health, Safety and Environment strategy across Malaysia, Indonesia, Singapore and Thailand operations.
  • Ensure compliance with Novartis standards and all applicable health, safety and environmental regulations.
  • Partner with business leaders to embed Health, Safety and Environment priorities into strategic decisions.
  • Establish governance frameworks that strengthen collaboration, operational excellence and service delivery.
  • Drive a culture of safety, compliance and continuous improvement across commercial operations.
  • Oversee Health, Safety and Environment risk identification, assessment, mitigation and monitoring activities.
  • Lead incident reporting, investigations, root cause analysis and corrective action implementation.
  • Develop organizational capabilities through coaching, mentoring and Health, Safety and Environment training initiatives.
  • Provide leadership and subject matter expertise across critical Health, Safety and Environment disciplines and programs.
  • Support emergency preparedness, occupational health programs and regional Health, Safety and Environment objectives.

Essential Requirements

  • Minimum 7 years of Health, Safety and Environment leadership experience within a multinational organization.
  • Registered Safety and Health Officer with the Department of Occupational Safety and Health, Malaysia.
  • Proven success leading Health, Safety and Environment programs within complex, self-operated facilities or large sites.
  • Strong technical foundation in Health, Safety and Environment, engineering or related disciplines with leadership experience.
  • Demonstrated expertise in identifying, managing and mitigating critical operational and safety risks.
  • Experience influencing stakeholders and driving outcomes within complex matrix organizations.
  • Strong planning, prioritization and continuous improvement mindset with a proactive, hands-on approach.
  • Bachelor's degree in safety management, Industrial Hygiene, Environmental Engineering, Occupational Health, Radiation Protection, Biological Safety, or a related field.
Desirable RequirementsFluent in English (oral and written), Fluent in any local language
