Job Description

Position Summary:

The IT PMO owns China IT project governance and leads selected strategic digital and IT initiatives end to end. In addition to portfolio governance, the role serves as a hands-on project manager for complex cross-functional programs, ensuring alignment with Global IT PMO requirements and delivery on time, within scope, budget, and quality expectations.

Job Responsibilities:

  • Own China IT portfolio governance, including project intake, prioritization, status tracking, risk management, and executive reporting.
  • Implement Global IT PMO standards locally and provide ongoing visibility of China project progress, risks, and escalations.
  • Govern the Digital Transformation portfolio, coordinate cross-functional delivery, and facilitate steering committee reviews to drive timely decisions and resolution of risks, issues, and dependencies.
  • Act as end-to-end project manager for complex cross-functional initiatives, ensuring delivery on scope, timeline, budget, and quality.
  • Manage project budgets, forecasts, vendor deliverables, and resource requirements in alignment with approved business cases and China IT financial governance.
  • Provide clear project status, decisions, risks, issues, and accomplishments to senior stakeholders.
  • Maintain accurate project and portfolio information in Planview, Power BI, and other approved tools.
  • Provide project management training and coaching to China IT project leads.

Experience & Requirements:

  • Bachelor’s degree; IT, engineering, or related discipline preferred.
  • Minimum 7 years of experience in IT project, program, or portfolio management.
  • Proven experience leading complex cross-functional initiatives with local and global stakeholders.
  • Ability to translate business objectives into executable project plans and drive disciplined delivery.
  • Strong capability in portfolio governance, steering committee facilitation, and risk escalation.
  • Strong stakeholder management, critical-thinking, problem-solving, and executive communication skills.
  • Fluent written and verbal communication skills in Chinese and English.
  • PMP certification preferred; Agile, Scrum, SAFe, or Six Sigma certification is a plus.
