Duties and Responsibilities

The United Nations Convention against Cybercrime; Strengthening International Cooperation for Combating Certain Crimes Committed by Means of Information and Communications Technology Systems and for the Sharing of Evidence in Electronic Form of Serious Crimes, was adopted by the United Nations General Assembly in its resolution 79/243 of 24 December 2024. It represents the first global treaty addressing cybercrime and enhancing international cooperation on electronic evidence of serious crimes. Article 16 of the United Nations Convention against Cybercrime represents the first criminal prohibition at the global level of the non-consensual sharing of intimate images (NCII). As part of broader efforts to promote the ratification and implementation of the Convention, UNODC is developing a range of knowledge products to promote understanding and implementation of Article 16. To support Member States in understanding the importance of this criminal prohibition, and the means of its implementation, UNODC requires the services of an international consultant to provide targeted research, comparative legal analysis, education- and implementation-focused expertise and substantive drafting. The consultant will develop and finalize a suite of knowledge products that offer a clear, accurate, globally relevant, and compelling insight into the phenomenon of NCII and benefits of Article 16 and its implementation.
