Japan adopts first national framework for LGBTQ+ inclusion

Japan’s Cabinet has approved the country’s first national framework dedicated to supporting LGBT people and other sexual minorities, setting out specific measures to deepen public understanding and improve daily life for those affected.

The plan is grounded in the 2023 LGBT Understanding Promotion Law and affirms that discrimination based on sexual orientation, gender identity, and related factors has no place in public policy. According to News on Japan, Its central aim is to build a society in which everyone can live safely, openly, and with equal dignity.

Government documents highlight persistent challenges, including bullying, harassment, and social isolation. Many LGBT people feel compelled to hide their identities from family, classmates, colleagues, and neighbors, leading to loneliness and psychological strain. Officials acknowledge that limited awareness and education have contributed to these conditions.

To respond, the government will distribute informational leaflets and training videos to local authorities, encouraging inclusive practices in communities and households. Training programs will be introduced and expanded for civil servants and education staff to ensure better support in schools, public offices, and other frontline settings. Counseling and consultation services will also be strengthened, including expanded use of the Yorisoi Hotline and the Loneliness and Isolation Consultation Dial.

The plan calls for an annual progress report that will assess the impact of these measures. Based on the findings, policies may be revised or supplemented, with a full review of the framework slated about every three years.
