Joe Biden to receive top honor for LGBTQ+ equality initiatives

Former President Joe Biden is slated to receive the distinguished Chris Abele Impact Award this Friday at the LGBTQ+ Victory Institute's 41st International LGBTQ+ Leaders Conference. The annual gathering in Washington, D.C., which serves as the largest assembly of LGBTQ+ elected officials, will honor Biden for his profound and historic contributions to advancing LGBTQ+ equality during his time in office.

Biden's recognition underscores a period widely celebrated by advocates as one of the most inclusive administrations in U.S. history for the LGBTQ+ community. His tenure saw the appointment of a record number of LGBTQ+ officials to key positions, the reinstatement and expansion of vital federal protections, and the restoration of transgender individuals' right to serve openly in the military. Landmark appointments included Transportation Secretary Pete Buttigieg, Admiral Rachel Levine, Ambassador Chantale Wong, and White House Press Secretary Karine Jean-Pierre, all of whom broke significant barriers.

As Advocate reports, this tribute arrives at a critical moment for LGBTQ+ individuals, particularly transgender Americans, who currently face escalating political aggression, widespread misinformation campaigns, and legislative efforts threatening their rights and existence. Yet, as Evan Low, President and CEO of the Victory Institute, articulated, the community is responding with a powerful and almost paradoxical blend of "urgency and hope."

"President Biden has demonstrated an unwavering commitment to ensuring LGBTQ+ people can participate fully and openly in our democracy," Low stated in announcing the award, highlighting Biden's "historic leadership on LGBTQ+ equality." Low further elaborated in an interview that despite "laser-focused" attempts to "legislate us out of existence," LGBTQ+ leaders at all levels of government are actively engaging in the fight. "Our LGBTQ elected officials aren’t sitting on the sidelines. They’re leading the fight," he affirmed.

The conference itself, running from Thursday to Saturday, will convene over 700 LGBTQ+ elected officials, dedicated advocates, and global human rights leaders. The program is set to showcase the breadth of LGBTQ+ political influence in 2025, featuring prominent figures such as Massachusetts Governor Maura Healey and allies like Maine Governor Janet Mills. Notable authors Mary Trump and Stuart Milk, nephew of the pioneering California politician Harvey Milk, are also scheduled to appear.

Beyond celebrating current achievements, a core focus of the conference is to galvanize the next generation of LGBTQ+ political leaders. Following significant Democratic victories in states like Virginia and New Jersey in the 2024 elections, the Victory Institute has observed a measurable surge in LGBTQ+ individuals seeking political training and contemplating bids for office. The institute’s candidate training programs are experiencing "two to three times" their typical demand. A testament to this growing momentum is the overwhelming response to its first-ever training program exclusively for transgender candidates, which received nearly 65 applications for just 15 available slots.

Low emphasized that this demonstrates a powerful counter-narrative: "There’s this narrative that the LGBTQ community, particularly the trans community, is a political liability. In fact, we feel the contrary. They are assets. And we have the receipts to prove it." He lauded officials like California U.S. Representative Robert Garcia, Virginia State Senator Danica Roem, and Delaware U.S. Representative Sarah McBride for their impactful leadership. These individuals, Low noted, "are passionate about everyday issues," elevating concerns such as democracy, infrastructure, and housing affordability, thereby showcasing that "authenticity paired with competence on the issues that govern daily American life" makes LGBTQ+ visibility politically durable.

The path to public service for LGBTQ+ candidates is often fraught with unprecedented levels of harassment, doxxing, and threats. In response, the Victory Institute has expanded its professional development support to include crucial mental health services and counseling, acknowledging these as significant barriers to entry.

Biden’s commendation coincides with a record-setting 80-plus out LGBTQ+ candidates already filed to run for federal office in the 2026 cycle, a figure Victory officials anticipate will continue to climb. This growing presence, Low suggests, signals a broader realignment where LGBTQ+ inclusion at the highest echelons of government has transitioned from a novelty to an expectation across administrations. "We’ve reached a pivotal moment in American history," he concluded. "It is in the best interest of any administration to ensure LGBTQ voices are present at the highest levels."
