Pennsylvania elects first openly transgender mayor

Democrat Erica Deuso has been elected mayor of Downingtown, Chester County, making her the first openly transgender woman to hold such a position in Pennsylvania. Deuso defeated Republican challenger Richard Bryant in the local race, garnering widespread recognition for her leadership and advocacy.

As reported by LGBTQ+ Nation, upon her victory, Deuso expressed pride in her historic achievement. “This victory isn’t about one person,” she stated. “It’s about what occurs when communities come together to prioritize progress over fear. Tonight, history was made, and I am deeply honored to serve as Pennsylvania’s first openly transgender mayor. I see this as a reflection of hope, decency, and a shared commitment to inclusive community building.”

Born in Vermont, Deuso has resided in Downingtown since 2007. She describes herself as a scientist, entrepreneur, and advocate for marginalized groups. She serves on the boards of the Pennsylvania Equality Project, Emerge Pennsylvania, and PFLAG West Chester/Chester County, and is an active member of the Chester County Democratic Committee’s Executive Board.

Similar to the campaign of U.S. Congress member Sarah McBride, the first out transgender person elected to Congress, Deuso’s campaign did not center on her gender identity or LGBTQ+ issues. Nonetheless, she faced some opposition rooted in prejudice. “I’m not running because I’m trans,” Deuso emphasized in an interview with the Philadelphia Inquirer. “I wanted to focus on my neighbors and community issues. It’s the opposition making it about who I am, but my campaign is about serving everyone.”

Despite some online harassment and opposition from groups like Turning Point Action Pennsylvania, Deuso maintained her focus on authentic engagement, opting for face-to-face conversations about her identity and platform. Her campaign prioritized practical concerns including traffic management, combating domestic violence, infrastructure sustainability, flood control, and fostering community unity.

A key responsibility of her mayoral role involves overseeing the police department. Deuso has committed to addressing law enforcement mental health and has publicly stated she will not endorse any partnership between Downingtown Police and Immigration and Customs Enforcement (ICE).

Endorsed by the local Democratic Party, Deuso secured her seat after defeating primary challenger Barry Cassidy in May. Her predecessor, Democrat Phil Dague, opted not to seek reelection after eleven years in local government. Her candidacy was also supported by the LGBTQ+ Victory Fund, which praised her historic win as an inspiring milestone for trans visibility and leadership across the nation.

“Erica Deuso’s election demonstrates that authentic, empathetic leadership resonates with communities,” said Evan Low, President & CEO of the LGBTQ+ Victory Fund. “Her success will serve as an inspiration to trans youth everywhere, especially during times of ongoing challenge and discrimination.”

Janelle Perez, Executive Director of LPAC, also celebrated the victory, stating, “Downingtown voters delivered a powerful message—affirming Erica’s commitment to inclusive, forward-thinking leadership while rejecting transphobic rhetoric that remains all too prevalent.”

Historically, the first openly trans mayor in the United States was Stu Rasmussen, elected as mayor of Silverton, Oregon, in 2008. She had previously served from 1984 to 1992 prior to coming out publicly.

While Pennsylvania’s overall vote leaned Republican in the 2024 presidential election, Chester County itself demonstrated significant Democratic support, with 56.7% voting for Kamala Harris and 42.3% for President Biden. Additionally, Pennsylvania voters upheld their Democratic majority on the state Supreme Court in last night’s election.

This election signifies a powerful step forward in LGBTQ+ representation in local government, highlighting a growing recognition of diversity and inclusion at the municipal level.
