These U.S.A. cities scored top marks for commitment to LGBTQ+ rights

As anti-LGBTQ+ rights attacks escalate across the U.S.A., the 2024 Municipal Equality Index (MEI) provides a glimmer of hope, highlighting significant progress in city-level policies despite ongoing anti-LGBTQ+ initiatives in state legislatures. Released by the Human Rights Campaign Foundation in collaboration with the Equality Federation, the index assesses 506 cities throughout the United States, evaluating their laws, policies, and services to measure their dedication to LGBTQ+ equality.

According to ‘Yahoo! News’, this year’s report indicates that 130 cities achieved perfect scores, marking a record high. As noted by HRC, these cities—over 25 percent of those surveyed—have shown a continuous commitment to inclusivity in the face of obstacles posed by discriminatory state laws.

HRC President Kelley Robinson stated that for LGBTQ+ individuals, building community transcends mere words and is a fundamental aspect of life. She emphasised that local politics significantly impacts lives, comparable to state or national politics. Mayors and city councillors who prioritise LGBTQ+ inclusion contribute to stronger communities, leading to thriving cities.

The 2024 MEI report arrives amid a challenging political environment for LGBTQ+ rights. The American Civil Liberties Union reports that 558 anti-LGBTQ+ bills were proposed in state legislatures this year alone. These include proposals to limit gender-affirming care, redefine sex to exclude transgender individuals, and censor educational curricula.

While not all of these bills became law, their introduction and discussions have created a hostile atmosphere for LGBTQ+ individuals. For example, over 85 cities that offer transgender-inclusive health benefits to municipal employees have been unable to extend these benefits to minors due to restrictive state laws, according to the report.

At the MEI launch event in Tempe, Arizona, Robinson underscored how local governments are paving the way for equality, even in states lacking non-discrimination protections. She pointed out the 130 cities with perfect scores as a sign of progress, underlining the significance of creating environments where all individuals can thrive, whether in educational settings, workplaces, or broader communities. Robinson highlighted that although Arizona lacks statewide protections, cities like Tempe have implemented measures promoting inclusivity, fostering economic development, and nurturing more welcoming communities.

Fran Hutchins, executive director of the Equality Federation, stressed the importance of seizing opportunities to safeguard LGBTQ+ rights.

Local advocates are diligently working to protect their communities and validate the strength of queer and trans individuals, despite facing discriminatory state legislation.

In spite of these obstacles, cities nationwide continue to surpass expectations. The MEI recognised 76 “All-Star Cities” for scoring above 85 points even in states without LGBTQ+ non-discrimination protections.

The index also observed notable increases in average scores in states like Oregon, Maine, and Minnesota. The report revealed that 121 cities now have more comprehensive trans-inclusive non-discrimination laws in place than their state laws.
